DESTINATION GUIDE · 2026 / 2027 PLANNING

Study in
Ireland.

Build your Ireland plan around an eligible programme, a realistic fee and living-cost budget, and the sequence of admission and scholarship decisions. Some awards require an offer before you apply; research opportunities can instead begin with a university studentship or supervisor. This guide separates those routes and shows where to check programme eligibility, funding conditions and immigration requirements.

Admission route

Check the institution’s instructions: undergraduate and postgraduate applicants may use different systems.

Major scholarship route

GOI-IES supports eligible study at NFQ levels 9 and 10; an eligible offer is needed for the scholarship application.

Research distinction

An institutional funding call is not always an application portal for an individual doctoral student.

01 / TIMING WITH CONTEXT

Know the windows.
Plan the work before them.

These dates do different jobs. A typical window helps you plan; only the applicable official call sets your deadline.

Planning recommendation

10–12 months before entry

Compare programmes, fees, entry standards and any required research host.

Institution-specific

Institutional application rounds

Use the actual degree page for opening dates and offer-response deadlines. Scholarships may close before admissions.

Confirmed past cycle

GOI-IES 2026

The 2026 competition closed on 12 March 2026 at 17:00 Irish time. The next cycle needs its own announcement.

Confirmed institutional call

Empower institutional call

6 November 2026 is an institutional submission deadline, not an individual student application deadline.

03 / FOLLOW THE RIGHT FUNDING ROUTE

More than one way
to fund your studies.

01

Government of Ireland International Education Scholarship

A competitive scholarship for eligible full-time study at NFQ levels 9 or 10; the scheme’s support period must not be confused with the entire duration of a doctorate.

Your next action: First obtain the required conditional or final offer from an eligible institution, then follow the current HEA call.

Check the official source ↗
02

UCD Global Excellence

Competitive tuition scholarships with course, applicant and regional conditions; a tuition award is not automatically living support.

Your next action: Check the regional deadline, eligible offer and application instructions at UCD.

03

Research Ireland Empower-supported opportunities

Research training funding is awarded through participating institutions. Individual students need the subsequent university or research-team opportunities.

Your next action: Watch institutional studentship advertisements; do not send a student application to the institutional competition.

Check the official source ↗
04

University and project-funded doctorates

Research schools and projects may advertise fee support, stipends or contracts with specific terms.

Your next action: Match the project and eligibility criteria, then check the funding duration, international fee coverage and selection process.

04 / PREPARE THE EVIDENCE

The budget.
The documents. The details.

Tuition and deposits

Use the international fee quoted for your programme. Check whether a scholarship reduces the invoice before a deposit is due.

Living costs

Prepare a city-specific housing budget and an arrival reserve. A scholarship described as tuition support does not remove the need to finance accommodation.

Immigration evidence

Use the current official finance and programme-eligibility requirements. Study options and the rules applying to your nationality must be checked together.

Your starting document checklist

Use this to organise the file; the provider’s current requirements determine the final list.

  • Passport and complete degree or school transcripts with grading information.
  • Accepted English-language evidence and programme-specific prerequisites.
  • Academic CV and tailored personal statement.
  • References or a research proposal where requested.
  • Conditional or final eligible offer for scholarships that require one.
  • Award letter, fee-payment evidence and a credible living-cost plan.
  • Official immigration documents, insurance and accommodation information as required for your route.

05 / FROM SHORTLIST TO ARRIVAL

One clear step
at a time.

Use the checklist to keep your own place. These are preparation milestones, not a substitute for official approval.

01

Start with the course, not the scholarship headline

Compare programme content, qualification level, duration and professional relevance. Record the institution’s admission procedure for your country and degree stage. An undergraduate application route may differ from a postgraduate or research application.

For a doctorate, distinguish a named funded vacancy from a proposal you are asking a department to supervise. Shortlist courses for which you can demonstrate the required preparation. Keep notes on why each programme fits your goals so your application remains specific and your funding search has a clear target.

02

Check programme eligibility and your academic evidence

Read the course entry and language requirements, including any subject-credit or professional conditions. Ask admissions about your exact qualification where the published equivalence is unclear. Do not assume that a medium-of-instruction letter replaces every language requirement.

For the relevant non-EEA study permission, also check the official eligible-programme information. Ireland’s current guidance refers to the ILEP or TrustEd Ireland Providers eligible-programmes list. Confirm the actual programme rather than relying only on a familiar institution name or an agent’s description.

03

Create two connected application calendars

Prepare separate rows for admission, the offer conditions, scholarships and any research interview. Record when an offer is required to enter a scholarship competition and allow time for the university to assess your admission file first.

Use a past scholarship deadline only to plan your work. Watch for the next official call and confirm its supporting documents, eligibility and closing time. Where a university uses regional scholarship deadlines, select the rule for your own applicant category rather than the latest date displayed on the page.

04

Distinguish direct scholarships from institutional funding

Read the funding route carefully. GOI-IES is an individual scholarship competition with offer and eligibility requirements; an institutional programme such as Empower is not the same process. Students should look for the opportunities published by participating universities and research teams.

For a research post, ask whether the support includes the international tuition difference, how long the stipend lasts and what selection steps remain. Avoid counting a university’s successful grant announcement as a scholarship awarded to you. Keep evidence of the specific opportunity you can actually apply for.

05

Prepare specific academic and scholarship documents

Tailor your statement to the course and provide evidence for your preparation, achievements and objectives. Build scholarship responses around the actual assessment criteria. Reuse factual information consistently, but do not send the same generic motivation paragraph everywhere.

For research, explain the question, why it matters and how you could investigate it within the proposed project or department. Give referees enough time and share the relevant programme details. Check document limits, translation instructions and whether references must be submitted directly by the referee.

06

Submit and track the offer conditions

Submit through the official institution or scholarship portal and keep the confirmation reference. Check the dashboard for missing documents, fee status and referee completion rather than assuming an email acknowledgement means the application is complete.

When an offer arrives, list every condition and deadline. Confirm how and when you must accept and whether a deposit is refundable under the published terms. Keep scholarship applications and admission status synchronised, especially when a later final transcript or language result is needed.

07

Confirm the full cost before committing

Compare the tuition invoice with the award terms and duration. A one-year award should not be described as full funding for a multi-year research degree. Ask the institution to explain uncovered fees or any payment required before the scholarship is processed.

Build a practical housing and living-cost plan for the specific city, including an initial deposit and a buffer before regular payments begin. Keep a record of the official refund and deferral terms. Do not replace confirmed finances with a prediction that you will obtain work after arrival.

08

Follow the official visa and registration sequence

Use the Irish Immigration travel path to identify what applies to your nationality and intended length of stay. A visa, where required, and registration after arrival are different steps. Prepare the requested enrolment, payment, funding and other supporting evidence.

Check the correct submission office and document requirements before paying for travel. University or scholarship selection does not guarantee permission to enter or remain. Keep immigration queries separate from admissions questions and use the authorities or an authorised adviser for a complex personal case.

09

Arrive ready to enrol and sustain your award

Confirm enrolment, orientation and any original-document checks with the institution. Keep your accommodation arrangements, emergency contacts and copies of important decisions accessible. Schedule any required registration rather than assuming the university completes it automatically.

Record progress, attendance or reporting conditions attached to the scholarship. For a doctorate, agree the early research milestones and supervision arrangements. Use the international and student-support offices for practical problems early, and update your contact information wherever you receive formal notices.

07 / A LITTLE MORE CLARITY

Questions worth asking.

Do I need an offer before applying for GOI-IES?

The HEA scheme requires an eligible conditional or final offer. Read the current call for the precise institution, programme and applicant conditions.

Can I apply directly to the Empower institutional deadline?

Not as an individual student. Follow university studentship or research-team advertisements associated with the programme.

Does a scholarship cover every year of a PhD?

Not necessarily. The award letter must specify its duration, tuition support and stipend; compare these with the whole degree.
